VGN-S1XP processor speed

I note that the processor on my S1XP is 1.7Ghz but it is running at 250Hz -600Hz, however, I note that the power management is set to "adaptive" mode for both mains/battery connections. When I change this setting to "performance" setting, it runs at full 1.7Ghz processor speed but the cooling fan is continuously running at this mode? What setting should I be running and is there any way to silence the fan or decrease its running to avoid the annoying constant loud humming?

Reset it back to adaptive. The processor will then change speed automatically to the higher speed when more processing power is required, it will then run cooler and the fan will run less.
