unable to get the full list in settings

i seem to have put on a setting where by i have to hold on a icon to highlight it then double tap it to go into it.when i do get into my settings , i cant scroll down past the sound setting. 

also the phone is speaking everthing.have i turned on a setting for a visually impaired person.

how do i get it off. ??????:smileyworried:

You need to use two fingers to swipe and double tap to access.Go to accesibility and disable talkback.
