I have a Sony Power Adapter - model PEGA-AC10.
The cable between the adapter and the device has a small barrel-shaped component on it. The cable immediately to one side of this component is threatening to break off and is giving intermittent recharge power to the device.
My questions : What purpose does the 'barrel' serve ? Can I do remove it and just lnk up the two ends of the cable (I can't find a way of opening it to repair it) ? Or do I simply buy a new adapter ?

I think the barrel-shaped component on your Clie's Power Supply is just a weight and is not necessary to the working of the power supply.
As the problem is in the 5.2 volt wiring, you could probably remove the weight and carefully repair the wire if you feel confident..
However, to be absolutely safe, you should replace the unit - if you can find one!! Keep an eye open on eBay.
The barrel may be used for power transformation and to make the high power to low power,and if you have intermittent power supply then it may be possible that some parts under the adapter became loose. I will suggest you to take it to the manufacturer from where you bought for a check up and if it is in warrnty period then they will do ir free for you
